cold night. we are in the plaza shopping center and this walkway right behind me is where police found the body of a homeless man over the weeken weekend. autopsy will be done later this week but they believe he could be the latest victim of this brutal cold sna snap. this hayward shopping center court yard where a passerby made a grim early morning discovery. body of homeless man. police were called. >> when they arrived they discovered a 50-year-old male wearing only a hooded sweatshirt and shorts e-police believe he may have died from exposure to the brutal cold. frigid temperatures already claimed the lives of 4 homeless people in santa clara county. that's why outreach groups are doing all they can to get people off the streets and into warm shelters. >> this facility and sunnyvale armory we are open all day so that means people can come and stay and keep out of the cold since it really isn't warming up during the day. >>reporter: this outreach program has already identified

of flights at san francisco international airport today. that was especially true for travelers trying to get to dallas. ice storm just about cripple travel in the dallas area past few days. that meant thousands of passengers people in airport all over the country including some here in the bay area stuck. >> every other flight was cancelled. >> are you feeling lucky that you are getting. >> yes definitely. i didn't think i was going to get out until tomorrow. >> airline was pretty good about rebooking flips for 43 and what not. it's jaws bumper that i'm a full day late. >>reporter: well, take a look what passengers were seeing outside the window at o'hare international in chicago. snow on the ground as parts of the midwest and east coast got wallop by the stormy weather. nerve wrack to go land in those kind of conditions. because of the written and snow that we have had, cal fire today lifted its ban on out door open burning. restriction were imposed in may because of dry conditions. they were supposed to last through december but

sergeant daryn. >> some people will have arrest in the tenderloin area if you include the juvenile history they will have been arrested probably in excess of 50 times. >>reporter: many of those arrested on state charges are cycle in and out of jail and soon back on the streets. message this time was differen different. these are federal charges which means they are facing at least a mandatory 1 year in the federal pen. u.s. attorney hays. >> they often face more than that. certainly more than the hours and days that are the result of the state prosecution unfortunately. >>reporter: the u.s. attorney obtained the indictment under the safe school program which for bid drug dealing within 1,000 feet of schools. there are several in the tenderloin. they serve many of the nearly 4000 kids who live in this 56 block area. many attend city academy. private elementary school with no recreation facilities. every day they

walk escorted by teachers through the streets of the tenderloin to a playground 4 blocks away. >> take guy is reaching in his pocket to get it right now. >>reporter: they pass drug dealers selling with seeming impunity in front of children. tenderloin has highest rate of drug crimes in the city. crac crack. heroin. prescription pills. you name it. they have got it. narcotics inspector brit el more says leak out door pharmacy. we hid his identity because he works upped cover. >> he they take a corner over and stay there until they sell out and then somebody will come in and take their spot and just like they are punch ago time clock coming in and out. >>reporter: they don't even have roots here. >> the vast majority of these folks that we are getting do not live in san francisco. they are commute to go san francisco to sell drugs. >>reporter: not only do the dealers face more significant prison time unthe federal judicial system, they also face stay away orders which could last 5 to 6 years. now the u.s. attorney also emphasized

take place. as you can see people are already lined up outside more than 80,000 people are expected. this is a live picture and you can see dancin dancing. this is of course people are mourning his death but really celebrating his lif life. that include president mrs. obama who will be there. they are expected to land in johannesburg at any moment. here they are leaving earlier today from andrews air force base riding along with them are former president bush and his wife laura and former secretary of state hillary clinton. bill will meet them there later. more than 70 leaders from around the world commemorate the life of mandela. former president carter already arrived in johannesburg. congresswoman lee is part of the congressional delegation. pope francis and prince charles on their way as well and then there are the celebrity. oprah. bono and other celebrity also expected to taken. here at home today mayor ed lee opened condolence book for the public to sign in san francisco located in the

mayor office in city hall and will be there all week. like to stop by the mayor ordered flag ins all city property and buildings be flown at half staff next sunday. that is the day mandela funeral and burial are scheduled. >> then this. an aclaimed boy choir from oakland heading to washington dc first thing tomorrow to take part in a service in memory of nelson mandela. nick smith met with these talented students at pacifica boy choir academy. the ♪ these are the boys at the grammy award winning pacific boy choir academy in oakland. the all between the ages of 11 and 18 and i caught up with them at rehearsal. group has been invited by the south african embassy to the u.s. to perform at services for man della in washington, d.c.
